Japan, year 1645; Edo Period.

Honor? There is no honor now, or at least to the majority of those living in the lowest parts of Japan. What with a majority of ex-samurai putting their swords up, there is little honor to be had. A Shogun? We know of no Shogun, at least we deny the rule of one man and his so called “Government”. The only one we fear, or at least some of us fear, is Akuma Norochi; our Daimyo. He wasn’t always one to be feared, he was more of a snake in a sense, working behind the scenes. He gained this position only through pure deceit, taking the honor of the samurai we most respected.

Koutetsu-sama brought us education, the skill to defend ourselves, and a peaceful hand of judgment that kept our streets clean. Now, you can find him, the local beggar. To be stomped so low to the ground to only find you have nothing to show for it. To watch the streets you grew up, striving to clean, only to fall apart once again. Well, that is a story for another time, this story is about the inner city of…well, the name would not show up on a map you know of. Just know that we are in a village under the governmental idea known as the Bakuhan, where our region is controlled by the Daimyo, Akuma Norochi.

He and his group of thugs are the poison of this place, and have been for the past decade too. Now, our villages and cities are no more than debris after a storm. So again I say, we have no Shogun and never have. Akuma Norochi, a name given to himself, is one that many fear. He has done every bit of the opposite of providing good for this region. From distributing opium, opening sleeper houses, public punishment, and the root of gang violence. Like humans do, we fight amongst each other for survival, rather than fight the cause. The only thing that makes such a fight impossible is the fact that no one knows just where Akuma is at the moment.

So, we fight to survive. Some of us are peasants, merchants, local musicians, family men and women; then there are the gangs. They are like flies to droppings, and because of it we will never prosper. So what are you? Are you here to destroy us, protect us, or stand idly as we suffer?

Starting point
The antagonist and protagonist reunite to battle once more since their last encounter. The city folk are angered by the presence of Akuma Norochi, but the mysterious samurai, Koutetsu Shinzui, has also made his grand appearance to stop him. The two now fight head on as a group of Norochi's troops stand at watch. All of those who dare to interfere will be cut down...unless you do it first. What is your role so far? Will you change the fate of Edo today?
